What a Full Replacement Involves

A full replacement takes the existing covering off completely. The deck gets checked and patched, then new underlayment, flashing and roofing go on top. That's a bigger job than a repair, which fixes one area, or a recoat, which renews the surface of a flat foam roof.

What Happens on the Day

  1. Setup. Your roofer's team covers plants, the pool and patio items, and parks a dumpster close by.
  2. Tear-off. Old shingles, tile or foam come off. Reusable tiles are stacked and saved.
  3. Deck check. With the roof open, ask for photos of the decking, especially any boards being replaced.
  4. Underlayment and flashing. A fresh underlayment goes down, with new flashing at walls, vents and valleys.
  5. New covering and cleanup. Shingles, tile or a new foam system goes on, then the yard is swept for nails.

Inside the City of Tucson, swapping like for like, say tile for tile, needs no permit when nothing structural changes and the house sits outside a Historic Preservation Zone. Replacing decking does need one, and a move to a heavier roof type is a question for the City first. In Marana and Sahuarita, switching to tile takes a permit. Homes in El Presidio, Armory Park, Barrio Historico, West University or Fort Lowell need historic design review even without a building permit; call City of Tucson Planning & Development Services at (520) 791-5550 first.

Often it won't. The City of Tucson lets owners swap like for like without one when no structural work is involved and the home isn't in a Historic Preservation Zone. New decking, joists or trusses change that, as do new skylights or roof vents. Outside city limits, Pima County or the town sets the rules.

How do I know I need a whole new roof and not a repair?
